The Vocational Training Authority of Sri Lanka operates through a set of specialized divisions, each responsible for a core function that supports our mission of delivering high-quality vocational training and employment outcomes across the country.
Leads institutional planning, research, data management, and development initiatives that support evidence-based decision making. The division manages management information systems, conducts research and feasibility studies, analyzes performance statistics, identifies emerging training needs, and develops strategic projects that strengthen the long-term growth and effectiveness of vocational training services.
Promotes career development, employability, entrepreneurship, and skills enhancement opportunities for trainees and prospective job seekers. Through career guidance services, industry engagement, entrepreneurship development programmes, and strategic partnerships, the division supports successful transitions into employment, self-employment, and lifelong career development.
Builds and sustains strategic partnerships between vocational training institutions and industry stakeholders. The unit facilitates industry collaboration, on-the-job training opportunities, job placement initiatives, training center branding partnerships, and employer engagement activities to enhance graduate employability and workforce readiness.
Serves as the core academic and operational arm responsible for planning, delivering, monitoring, and enhancing vocational training programmes. The division develops industry-relevant training plans, manages quality assurance systems, supports instructor development, oversees accreditation activities, and coordinates national training initiatives and strategic partnerships to ensure high-quality training outcomes.
Ensures the credibility and quality of vocational qualifications through fair, reliable, and standardized assessment processes. The division conducts competency assessments, Recognition of Prior Learning (RPL) evaluations, certification examinations, and quality reviews while continuously improving testing methodologies in line with industry and qualification standards.
Manages human capital, administrative systems, and organizational support services to ensure institutional effectiveness. The division oversees recruitment, employee development, performance management, staff welfare, policy implementation, administrative services, procurement coordination, and operational governance while fostering a productive work environment.
Provides financial stewardship and governance through effective budgeting, accounting, treasury coordination, resource allocation, payroll administration, income management, procurement payments, and financial reporting. The division safeguards institutional resources, ensures compliance with public sector financial regulations, and supports sustainable organizational performance.
